1. Fundamental Mandatory Measures
Kill Cord (Engine Cut-Off Switch): This is the single most critical safety device. It must be securely attached to the helmsman's person before starting the engine and remain attached at all times while underway. Its sole function is to stop the engine if the helmsman is displaced. Test its function regularly and never operate the boat without it correctly engaged.
Lifejackets (Personal Flotation Devices - PFDs): While regulations vary, it is strongly advised that all persons on board wear a properly fitted, certified lifejacket at all times when on deck or in the cockpit, especially children and non-swimmers. Stowed lifejackets provide no protection in a sudden emergency.
Sober Operation: Alcohol and drugs severely impair judgment, balance, and reaction time. The helmsman must abstain completely. All passengers should be made aware of the heightened risks of impairment on the water.
Effective Lookout & Safe Speed: The helmsman is responsible for maintaining a constant 360-degree watch for other traffic, swimmers, and hazards. Speed must always be appropriate to the conditions: sea state, visibility, traffic density, and proximity to shore. High speed in congested areas or poor conditions is a primary cause of accidents.
2. Pre-Departure Checklist
Conduct these checks systematically before every trip:
Weather & Planning: Obtain a detailed marine weather forecast (wind, waves, tide). File a float plan with someone ashore detailing your destination, route, and expected return time.
Boat Condition: Visually inspect the fiberglass hull for new damage. Check the inflatable tube pressure and integrity for signs of abrasion or leaks.
Engine & Fuel: Check engine oil and coolant levels. Ensure you have sufficient fuel for the journey plus a significant reserve (minimum 1/3). Verify the fuel system for leaks.
Weight & Balance: Do not exceed the maximum person or weight capacity. Distribute passengers and gear evenly to maintain optimal trim and stability. Avoid overloading the bow or stern.
